Ches McDowell

Sr. Government Relations Advisor

Mr. McDowell has lobbied for a wide variety of clients in all levels of government with a focus on the North Carolina General Assembly.  He represents clients in many industries including health care, outdoor sports, aviation, municipal government, nonprofits, state-wide associations, elections, energy, pharmaceuticals, and real estate development.
Prior to joining Kilpatrick Townsend, Mr. McDowell served as a law clerk for the Honorable David M. Warren at the U.S. Bankruptcy Court for the Eastern District of North Carolina. Previously, Mr. McDowell was a Senior Legislative Consultant/Lobbyist at Randolph E. Cloud and Associates and a Lobbyist with a Raleigh, North Carolina law firm where he consulted and lobbied for clients in various industries with a wide range of interests. He also worked for Senator Phil Berger in his position as Senate Republican Leader, and later when Senator Berger was elected Senate President Pro Tempore.


Amanda Donovan

Government Relations Analyst

Ms. Donovan represents a wide variety of clients, assists clients with a wide array of state government relations issues, and advocates on their behalf before the North Carolina General Assembly.  Ms. Donovan has a strong understanding of the state legislative process, and her experience spans a broad range of industry governmental issues, with a particular emphasis on healthcare and finance.
Prior to joining the firm, Ms. Donovan served as a government relations professional in the Raleigh, North Carolina office of an international law firm where she helped clients achieve their government affairs goals through legislative monitoring, research, and advocacy. She previously worked in the office of former North Carolina Senator Jean Preston.


I. Nelson Freeman

Government Relations Advisor

Mr. Freeman represents clients on a variety of topics before the North Carolina legislature and executive branch.  Nelson joined the firm from the Office of North Carolina Speaker of the House Tim Moore (R – Cleveland County).  He was Speaker Moore’s top advisor on tax policy, information technology policy, Alcohol Beverage Control, and economic development.  During his time with Speaker Moore, Nelson was integral to the negotiations of the four major tax bills in 2017 including the enactment of a personal income tax cut to the lowest rate in the Southeast and corporate tax reduction to the lowest in the country for those states that have a corporate tax.
